Vintage Glass Cutter Made by Steelcraft in West Germany

Please view the pics and close-ups for exact condition.  This is from the 60's.  I cant roll the wheel with my finger but I am not going to oil it or mess with the locking screw as I dont know how to use this or what I'm doing.
